Yes rom hacks are pirating but charging money for access doesn’t automatically mean the seller is profiting from pirated content itself. In most cases, the fee may be for hosting infrastructure, preservation efforts, curation, or the service of organizing and maintaining access not for ownership of the ROMs. Same for scanlation, theyre not charging you for the actual manhwa itself, they're charging you the translation, edit, typeset, cleaning and hosting. If you wanna go read it in Korean or wait a week then that's fine, it's not like they're stopping you from reading all together, it's just delayed.
