I think you've got it all wrong. The Cardinal is just another blindly faithful man that believes he is above everyone else. His creed to "purify" the church might seem noble in your eyes, but his worldview is screwed to begin with. It's just a matter of time before he does something messed up. All well written characters act on their own beliefs, coloured by their environment, and the cardinal is no different. Despite himself believing he is doing it for the good of the world and in the faith of God, it doesn't make his actions justifiable. He got Shuri brutally murdered in her past life, remember?

As a character, he is definitely interesting. He reminds me of L from Death Note with his eyes and cunning.
