And here is the problem with your statement. You are going off of one city, which had 4 of those powerhouses at one time, that we know of, 5 if you really count the dragon as part of it. That's 1:12,000 which is about 0.00008%, not even gacha players would pull on those odds. And even with the numbers you said, 40,000 to 500,000,000 is a massive difference, do you even understand how big 500m is compared to 40k? Even you said it "god smacking powerhouses that could ruin the world should they so please." Is this not a chat ability? If they had the ability to ruin the world, is it not a chat ability? You are so lost in the sauce, trying to say someone's ability isn't rare that you forgot that the argument is about if it's a cheat or not.
