While I agree that a good story should have dimensions extending beyond the MC that doesn't necessarily mean every character in the world needs to be developed on screen, it's said (and shown) that these are pirates, thieves and killers(initial reaction to monk)...that title comes with an implied history of possible crimes.
You seem to be set on the pirates JUST being poor, pitiful people who are hungry and worth sympathizing with, you do not KNOW this and neither do the characters on the MCs boat so it's irrelevant, some people in the world do simply play the role of a JRPG monster encounter unfortunately. I've been robbed at knife point before, was for a phone not some rice but man I would have been glad to see a martial master monk jump inbetween us and kick their asses lol.
For you to hate the MC and the other 3 who protected the seemingly innocent travellers and merchants on their boat because you sympathise with the pirates wanting food "to fill their bellies" (doesn't seem like they are starving or anything btw) is...naïve? Maybe? An unrealistic response not fitting the world the story is set.
Your main issue is the lack of development for the pirates correct? I'd argue that they aren't worth the debelopment. Just their presence is enough to aid in a small amount of world building and to help establish these new characters as strong mercenaries.
