Jaehwan has given hints on that through out this arc: when he fought the Shadow Weapon God, he commented on his power being comparable to particular fights back on <Chaos.> Like the author's other work -- Omniscient Reader's Point of View -- the 'power' of the story is meta-fiction, it knows it is a work commenting on the work. Jaehwan is closer to being a 'player' in a video game so, akin to how speedrunners can apply 'cheats and exploits' to use the same resources in the game better than a casual player because they have a different perspective.

The Metabus arc hasn't had much by way of 'power scaling' at this point, and the crisis is a side-grade if not an outright downgrade to the conclusion of the <Chaos> arc. Monarchs and Gods fight proxy wars through things like Avatars and Puppets. On Chaos, Jaehwan had 'mana' -- or whatever- to fuel his power, but on the Metabus he's restricted by needing "World Power" and/or "Trust" instead. He's had 'power', but he isn't able to apply it so he's not tossing out "consecutive world shattering thrusts" like he did in <Chaos.>. The 'sanctuary' merge brought resources he has lacked to actually use the meta-breaking power he's had. To this point, he has only been using a 'move' --- thrust --- but in this chapter he has his *first* Technique. So the same amount of 'power' is being amplified because it's now a special move instead of a single button input. This is still well below his fight against the Pitch Black Monarch as that guy was *actually* there instead of a proxy and a stronger power had to step in on MC's behalf. It's already mentioned that he's going to have 1 more summon to come, so what 'scaling' is in the story to that point is still going to be somewhat lower than <Chaos>. However, that's because Jaehwan's 'power' is, again, closer to a speedrunner that beats a game with minimal resources, but adjusts his perspective and experience to handle things the medium isn't intended to handle.
