SinZaneI don't know if I'm remembering this right but outers are psyker prospects that either didn't go pro or couldn't for whatever reason so they use their powers outside the system. Not villains but not a part of Lampas either. A murky grey area if you will.

ArbozaliyanBack in the renocannse days, most academics were like this. Even the most progressive ones like Aristo defended the idea of cast which stated that the hyrercie between status must be preserved. Meaning slaves should be slaves, nobles should be nobles. I hate that pov and the academics from that time. They provided some essential knowledge but they were assholes.
